Rick Billinger

Representing Kansas’s 40th Senate District, Senator Rick Billinger was elected to the Senate in 2017 following his service in the Kansas House of Representatives. Senator Billinger first joined the Kansas Legislative Sportsmen’s Caucus in 2011, and remains dedicated to protecting and advancing the rights of Kansas’s hunters and anglers as a Co-Chairman of the Caucus. The Senator serves on numerous committees, and represents his hunter and angler constituents on the Senate Agriculture and Natural Resources Committee.

A veteran of the US Army, the Senator is a successful farmer, small businessman, and champion for Kansas’s sportsmen and women in the legislature. In addition to his work as Co-Chair of the Legislative Sportsmen’s Caucus, Senator Billinger is a proud member of the National Rifle Association as well as Pheasants Forever.

In 2017, Senator Billinger introduced Senate Resolution 1745 along with his fellow Co-Chair Senator Mike Petersen. SR 1745 commemorated the 80th Anniversary of the American System of Conservation Funding. This resolution recognized the impact that Kansas sportsmen and women have on the state’s conservation funding. In 2017 alone, Kansas hunters, anglers, and recreational shooters contributed over $44 million towards conservation in the state. This “user pays, public benefits” System supports the state’s diverse natural resources, helps to conserve fish and wildlife habitat, conserve soil and water resources, and enhance access to the state’s natural resources, benefitting all Kansans and not just sportsmen and women.
