Montana Bolsters Public Access with 2025 Legislative Wins for Sportsmen

Why It Matters: Montana’s 2025 legislative session delivered key victories for hunters, anglers, and trappers by enhancing the state’s Block Management Program, bolstering public access to private lands. Three bills, all sponsored by Montana Legislative Sportsmen Caucus Co-chairs, worked to address the critical issue of land access and sportsmen/landowner relations.

Highlights:

  • Caucus Co-Chair Representative Joshua Seckinger proposed HB 763 with increased funding and flexibility for Montana’s Block Management Program, encouraging more landowners to open private lands for public hunting and fishing access.
  • Both Senate Bill 83 and 441, sponsored by Caucus Co-Chair Representative Denley Loge, revised enforcement and conflict reductions to maintain the integrity of public access programs.
  • The Congressional Sportsmen’s Foundation (CSF) worked closely with our Caucus and Advisory Councils during the 2025 session to protect public access to private lands.

One of the biggest issues today’s hunters, trappers, and anglers face is a lack of access to suitable land, a frustration that can lead to decreased participation and fewer license purchases. With over 60% of Montana’s land in private ownership, access programs are vital to sustaining the state’s $2.5 billion outdoor recreation economy. Land access initiatives in more than 25 states, including Montana’s Block Management Program, incentivize private landowners to allow public access for hunting, fishing and other outdoor activities, often through tax breaks, reduced liability, habitat improvement funds, or direct payments. Montana’s program has long been a model for the nation, and the 2025 legislative session saw lawmakers take bold steps to enhance its effectiveness.

Three bills were sponsored by Montana Legislative Sportsmen’s Caucus Co-Chairs and were all recently signed by Governor’s Sportsmen’s Caucus Chair (GSC) Governor Gianforte. House Bill 763 (LC3872) boosts funding for the Block Management Program and introduces flexible agreements, making it easier for landowners to participate while ensuring sportsmen gain access to high-quality hunting and fishing grounds. Senate Bill 83 (LC0509) establishes clearer guidelines for public access and promotes the respectful use of private lands while SB 441 (LC3355) strengthens enforcement of improper access by increasing penalties for violations and supporting landowner protections. These three bills work together to ensure the long-term viability of Montana’s public access program.

By addressing barriers to access, these bills not only support rural economies but also strengthen the ties between landowners and sportsmen, ensuring Montana remains a premier destination for outdoor recreation. The Congressional Sportsmen’s Foundation celebrates this win with our Montana Legislative Sportsmen’s Caucus and Advisory Council members.
