Hawaii Names New Head of the Department of Land and Natural Resources

Why It Matters: Hawaii is home to unique fish and wildlife resources and a strong outdoor heritage. Hunters pursue species such as wild boar, feral goats, and axis deer, while anglers can target popular offshore species including marlin, tuna, mahi-mahi, and ono (wahoo). These hunting and fishing opportunities provide important recreational experiences while also contributing to conservation and responsible wildlife management across the islands. The state’s commitment to the North American Model of Wildlife Conservation will continue as it transitions from the leadership of now-retired Director Dawn Chang to newly appointed Director Ryan Kanaka’ole.

Hawaii Governor Josh Green appointed Ryan Kanaka’ole to serve as the Chair and Director of the Hawaii Department of Land and Natural Resources (DLNR), with his tenure beginning July 7. Kanaka’ole has served as Acting Chair since December 2025 and previously served as First Deputy of DLNR. 

Director Kanaka’ole has long supported the Hawaii Outdoor Heritage Caucus and Hawaii’s sportsmen and women. He has also worked closely with the Congressional Sportsmen’s Foundation (CSF) to provide educational presentations to Caucus members. In January, DLNR staff provided an in-depth update to the Caucus from each of the Department’s divisions, covering topics including hunter participation demographics, watershed protection initiatives, and ongoing conservation efforts across the state. 

During the 2026 legislative session, the DLNR Director’s Office also provided testimony in support of House Bill 1334, relating to game meat donation. Governor Green signed HB 1334 into law on June 26, establishing an axis deer meat donation pilot program that allows axis deer meat to be donated to charitable organizations for the purpose of feeding individuals in need. CSF supports efforts to expand opportunities for game meat donation and appreciates DLNR’s support of this important legislation. 

The Congressional Sportsmen’s Foundation looks forward to continuing its work with the Hawaii Department of Land and Natural Resources under the leadership of Director Kanaka’ole to promote conservation, responsible fish and wildlife management, and outdoor heritage in Hawaii.
